This is an appeal from a decision of the superior court dismissing appellants class action to challenge a determination by the Department of Social and Health Services, hereinafter called "the department". The appellant, Washington State Welfare Rights Organization, is a corporation formed under the laws of the State of Washington. The individual appellants are the mothers of persons whose aid-to-families-with-dependent-children grants were terminated by the departments order No. 598.
